Unfortunately, the situation has been complicated by the fact that, some years ago, a leading Chinese British Sub- ject in Saigon was erroneously treated as a European by the authorities on his arrival, solely on the strength of his having been born in Australia, and as this Gentleman is of the same class as Mr. Lou and his friends, the latter very naturally fail to understand why they do not receive simi- lar favourable treatment. The French suthorities now reali- se their error and accuse the gentleman referred to, I am afraid not without truth, of instigating his friends to de- mand privileges which were erroneously accorded to himself, The result will probably be that these privileges to which he is not entitled will be withdrew and he will find him- self put back into the category to which he properly be- longe.

Although all Chinese, in common with other Asiatics, are obliged to pass through the Immigration Department on their arrival in the Colony, it would be a just cause for complaint #f Chinese of the standing of Mr. Lau were subjec- ted to the same treatment as Chinese of the coolie class.
